Here’s his page on the wiki, but since it’s not much, a summary is below. Thankfully, Touken Ranbu is light on the canon plot, but it involves some actual history.

Otegine was originally a spear forged by the swordsmith Gojou Yoshisuke under the orders of the daimyo Yuuki Harutomo, during the Sengoku Period of Japan. According to some historic accounts, Harutomo was able to effectively wield the spear despite the long, heavy blade being only efficient in piercing enemies rather than slashing them. The spear was handed down to Harutomo’s adopted son Yuuki Hideyasu. After the battle of Sekigahara, Hideyasu took the surname Matsudaira, after which then Otegine became a treasure of the Matsudaira Clan. However, during this time of peace, the Matsudaira’s treasure became more of the clan’s symbol than a weapon, carried around during the required ceremonial processions of feudal lords from their territories to Edo, known as Sankin Kotai. When the times moved forward to the present, there was never a need to use Otegine, but he was kept on display and maintained. Despite this, even that cannot always protect from disasters. Fast forward to the time of the Pacific War, the Matsudaira’s mansion was caught ablaze from a firebombing raid, which was where Otegine was kept. All that remained of the spear was a molten, irreparable piece of metal. Otegine was the largest spear of the Three Great Spears, but also the least famous of the trio, and tragically, the only one to have been destroyed out of the three as of today.

In the year 2205 where the canon of Touken Ranbu is stated to take place, at some point the Saniwa Sage (the player character of the game canon) is able to recover the Otegine spear (it isn’t exactly explained how they obtain weapons that were historically lost or destroyed, but the fact that time travel is part of the plot probably explains it ). They are able to summon the spear into a tsukumogami, giving him a physical body to better serve them and fight a war against a supernatural army who wish to alter history for their own gain. Otegine himself doesn’t bring up his actual fate directly (neither do other swords who are in a similar situation), but he does allude to having some vague unconscious memory of it.

Personality:
Otegine as a tsukumogami is strangely enough, an expected result of giving a physical body and consciousness to weapon that’s unorthodox in design but straightforward in purpose as a piercing spear. In his mannerisms and way of speaking, Otegine seems like an ordinary, easygoing young man who wouldn’t appear out of place in everyday life. He’s casual in his manners towards the Saniwa, which is a sharp contrast to the formalities some other swords would adhere to, seeing as the Saniwa is considered their master. He’s rather expressive in his voice and behavior as result, and most of what he says lines up with how he’s actually feeling, colloquialisms and interjections included.

However, listening to what Otegine actually talks about makes it very clear he’s not exactly normal. He has a habit of bringing up to the saniwa that he only has one talent, which is being a piercing spear, and nothing else in his repertoire of note. Usually it’s said so that his master would not put too high of hopes in him accomplishing much else, or so that he can try to justify his more awkward moments of ineptitude. He's on slower side when it comes to his intelligence, but he prefers that over sugarcoating it with some illusion that he knows how to act human. Sometimes he implies that he’s not used to a human body (he was a very tall spear at twelve feet long), and thus he sticks to seeing himself as only a spear and nothing else. Since the main purpose of the saniwa gathering swords (and spears) is to fight a war against a supernatural time-altering army, he probably just wishes to do what he believes he was supposedly made for.

Despite the insistence of his nature as a weapon beneath that, Otegine has a surprisingly low opinion of himself and possess a quietly cynical outlook. He is part of a renowned trio known as the Three Great Spears of Japan, along with the spears Tonbokiri and Nihongou. However, as those two are much more famous in history and battle, Otegine feels inferior to them both. Even when he is eager to take part in fighting against enemies, he always thinks that will always have to catch up to the other two. His issues with confidence also are apparent in how he reacts to being given larger responsibilities or praised. Often, he responds incredulously and asks if it's okay that it's him. Since he doesn’t see himself as anything particularly special, he’s genuinely surprised when others think better of him or even compliment him. His cynicism however, also leads him to be rather accepting of more serious misfortunes that can happen to him, such as injury or even being destroyed. At those times, he’s rather calm in temperament, if not understandably uneasy. To be destroyed means that he wasn’t a good weapon; the thought depresses him, but he doesn’t find it unrealistic for his situation and what he is.

For all that ails this spear in terms of identity and history, he has a surprisingly strong sense of individuality, enough to keep him going in the face of uncertainty. He always speaks what’s on his mind, because there isn’t a reputation or some historical association he feels he has to uphold. At the same time, he does wish to improve himself, since he’ll gladly take the opportunity he has while serving the Saniwa when he never had it before. To keep trying and working hard, even if it’s just a little, is moving forward, regardless of insecurities for him. While it’s neither elegant nor smart of him to doubt the Saniwa, who is essentially his superior and master openly to their face, it does show he has some sensibility in him to question their behavior. He also seems to have an understanding that humans can be complex; he makes some pretty reasonable assumptions of the Saniwa’s reasons for their odd behavior at points, even if they aren’t kind. That can be attributed to the way he was treated by the Matsudaira family: treasured as a weapon but not used as one, spending more time as a symbolic icon of the clan. However, he doesn’t show any true ill will toward the Saniwa for those things, and follows their orders in the end despite his complaints and disclaimers. Ordinary in appearance and yet far from that in his behavior, he can somehow balance the notion there are things in the word he cannot change and things he should still do for the sake of himself and others.

Abilities:
Since he’s a tsukumogami of a spear, Otegine’s physical abilities like strength and endurance are somewhat better than those of a normal human. He also knows naturally how to fight and defend himself because of that nature, but probably more easily with something he can use to stab someone. There are also some abilities that make more sense in canon but are probably applicable. A trait of his compared to the other spears, when their stats usually outclass his, is that one stat of his (Scouting) is abnormally high, meaning he’s good at determining the enemy’s attack formation. That probably translates out of game canon for him to be pretty observant. Tsukumogamis will also “die” when their original weapon form is destroyed or broken, as that is their true self. Some of them re shown to have a surprising amount of pain tolerance though with those physical bodies, and Otegine’s one of them.

God/Shinki: God
Why?: Shinki is too easy of a life for a loser like him.

To be more serious, It’s both ironic for Otegine and probably a more interesting experience than being a shinki. For one, he’s one of the few tsukumogami that tries to justify his shortcomings by saying he’s just a weapon. As a god he’d still complain a bit, but at least he’d be sparing another god from a headache were he a shinki. Otegine also doesn’t seem to have any lingering attachments to his prior owners like other swords would have and lacks the more docile tendencies they have toward the Saniwa. As a result he’s someone who prefers having more control over his life, which leads to him being much more vocal toward the Saniwa about things he likes and doesn’t like to do. He’s also a very active person when it comes to his goals, and wanting recognition lines up with how gods wish to be acknowledged. Also, as a personal preference I’d like to keep his memory intact.
Top 3 Choices:Caerus, Kagutsuchi, Pushan (no particular order here)
God Type: He’d be a god with good intentions, but one that probably struggles because he’s somewhat sheltered and a little out touch with humanity thanks to his pre-conceived notions. That said, the kinds of prayers he’d answer are the simpler ones, or unusual ones out of curiosity. He also likes to fight, being the spirit of a weapon, so he wouldn’t mind doing some ayakashi-hunting.
Power:Hyalokinetic (glass) constructs, in other words repairing and creating things from existing glass.

[ Otegine is glad he’s never had to experience the pressures of being a student. Over the past few days he's overheard enough mutterings and conversations among high-schoolers to almost feel the stress himself. Almost is the key word though. He’s a little out of right now, but for a different reason from the teenagers at this time. ]

Uhhh, I didn’t really think about how I'm supposed to help them… did I.

[ There’s always taking down the ayakashi that will arrive from the concentration of negative emotions, which was probably his main plan if anything. Now he's wandering a street that some students will take to get home, less than pleased at this futile search. His Shinki went in a different direction for some information-gathering, so at the very least he can feel a little stupid on his own. Being a god either takes time to grow into it, or the higher gods made some mistake in their paperwork picking out lesser ones. Putting his hands in his pockets as he takes a stroll for ideas what to do, it’s not doing much and he groans in frustration. ]

I bet there's something to say here about “fresh god” mistakes, huh. Haaa, give me a break, it’s not like everyone knows how to be- hm?

[ Something lands near his feet with an audible crack, meaning it's fragile and probably valuable. Not too far away, a roughed-up student from a bad fall is padding around on the concrete for what she just lost. She probably heard the sound of her glasses breaking, because that's definitely a prayer under her breath for her day to go right for once, something and so on about how important it is since she needs to study. Otegine bends down to inspect the glasses...Yup, they’re in pieces. But, they were flung a good distance away from the nearsighted girl, and she hasn't reached for their spot yet. This is not the ayakashi he might have wanted, but it's a doable, spur-of-the-moment prayer. That and he’s not that horrible of a person. ]

There you go lady, one prayer. You'll probably have an actual prayer later to figure out like the rest... but thanks for this one.

[ It's the commentary of a ghost, really. But the god walks past unnoticed, cherishing the glimpse he caught of the student's surprised and relieved face as she picks up her glasses, all repaired like new. His power is weird and he isn't sure why he has it specifically, but it can be used for nice things like this. That makes it alright. ]
